Duties

ADDITIONAL INFORMATION: The GEOINT Information Office (ST) Digitization Team Lead supports the Imagery & Content Exposure Division (STE) and maintains all of Source's hard copy film holdings. The Digitization Film Library Team Lead will execute established division methodologies with transformational approaches to modernize the hardcopy film library existing business processes to align with the ST's strategy. They are required to be the subject matter expert on imagery data bases, NARA operations, overhead platforms, and airbreather imagery holdings. The incumbent will perform as the Technical Monitor for Eptimb, the contracted film library support team; identify and have the ability to provide hard copy film for the division's hard copy film digitization processes. The incumbent will have the ability to assist the Branch Chief develop an inventory of all film cans through the application of new processes such as bar coding each can for tracking purposes while also supporting daily mission operations. The incumbent will also apply a broad knowledge of content, products, data, and systems to support the extraction, analysis, quality assurance, of digitized data and associated metadata. The Digitization Team Lead will also be expected to step in as the acting Branch Chief when it is warranted.

The Digitization Team Lead is required to have at minimum 5 years of photographic and digital knowledge to accomplish all digital tasks and be able to troubleshoot and resolve imagery and digital system issues. They must be able to assign imagery work orders to government and contract staff and ensure the team performs all the following tasks to optimize resources and meet all time lines: Monitor and track image requests using the Duplication Request Service (DRS) and newly deployed systems, must have the ability to research film location using the Image Location Database (ILD) and locate parsed ephemeris data in Cedalion, use ENVI/ILD software to apply histograms to digitized imagery following established procedures. The Digitization Team Lead is required to have an understanding of database/system architecture and have the ability to populate moderately complex databases. The incumbent will generate the correct output file format and is required to have an understanding of historical imagery using established imagery methods and techniques.

The Digitization Team Lead Team Lead will support the Branch Chief's efforts to execute STE's strategy goals, objectives, and specific tasks aligned with ST's vision, strategic initiatives, and AMETLs. The Team Lead is the Subject Matter Expert and provides a senior mentor role for mission functional related issues. Develop metric strategies, compile accurate relevant metrics supporting STE's goals and objectives, and for transparency, expose metrics on the STE SharePoint site. The Digitization Team Lead Team Lead assists the STES Branch Chief to build STE strategy for automation and to improve processes. Provide technical information to support the Branch Chief for STE initiatives and technical exchange meetings or briefings and lead the daily digital operations. The Digitization Team Lead will assist the Branch Chief in the career development of their workforce to ensure it lines up with the goals and objectives identified for each employee. Effectively communicate and promote Office, Divisional and Branch goals and objectives. This position is located at the Defense Intelligence Analysis Center (DIAC) on Joint Base Anacostia Bolling in Washington D.C. This position requires Level I GEOINT Professional Certification within 12 months of occupation and the ability to maintain certification.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.


NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Animation, Communication, Fine Arts, Photography, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience generating imagery products derived from digital and analog photographic systems or a related field that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience generating imagery products derived from digital and analog photographic systems or a related field that demonstrates the ability to successfully perform the duties associated with this work.
